Dr. Ramy Guirguis is a visionary transformation leader with over three decades of proven success in driving digital enterprise modernization and strategic technology leadership. His expertise spans both federal and global organizations, where he has consistently delivered impactful digital transformation initiatives. With a commitment to excellence, Dr. Guirguis is passionate about empowering organizations to thrive in an ever-evolving digital landscape.

Dr. Guirguis has a strong track record in directing large-scale digital technology investments and aligning them with business missions and strategic goals. At USAID, he played a pivotal role in advancing digital supply chain transformation at both global and national levels. He successfully spearheaded USAID’s adoption of global supply chain standards. His collaborative efforts with other donors and the private sector have been instrumental in advancing pharmaceutical traceability initiatives in several low and middle-income (LMIC) countries.

Dr. Guirguis also has a distinguished history of leadership in various U.S. government roles, particularly in biometrics and enterprise architecture. He establisehd and chaired the DoD Biometrics Standards Working Group and represented the Department of Defense (DoD) at multiple national and international standards organizations. He served as a member of the U.S. expert delegation at several ISO standards meetings in biometrics and cybersecurity and contributed to the development of numerous ANSI and ISO biometric standards.

An accomplished innovator, educator, and thought leader, Dr. Guirguis holds four patents and has published and spoken frequently at international conferences. He has been recognized as an IEEE Senior Member and served as a Senior Fellow at the George Mason University International Cyber Center. Most recently, he co-authored the WHO Health Supply Chain Digital Transformation Handbook and serves as a member of the WHO-ITU Technical Working Group on Reference Architecture for Digital Public Infrastructure for Health (DPI-H). For more than a decade, Dr. Guirguis served as an adjunct professor at Georgetown University, where he shared his experience in managing complex technology projects. He has been a certified Project Management Professional (PMP) since 2007.

Ms. Shousha brings 20+ years of professional experience in information technology (IT) to RGITC, a passion for supporting private, government, and non-profit organizations.

 

With expertise in improving operations and reducing costs through efficient and scalable modernization, she has successfully navigated various sectors. As a certified Project Management Professional (PMP), Certified Scrum Master (CSM), and certified Pragmatic Institute Level IV, Ms. Shousha excels as a Project Manager and Product Owner, leveraging 10+ years of hands-on software development experience in methodologies  waterfall, agile, and in Scaled Agile Framework (SAFe). 

 

​​Ms. Shousha received her BSc. in Computer Science from the American University in Cairo, Egypt, in 1993, and her M.Eng. in Computer and Systems Engineering from Carleton University, Ottawa, Canada in 1998. Ms. Shousha possesses extensive experience in software development, design and requirements analysis during her employment with CGI Federal, Vibrent Health, CAQH, Prince William County Government, CSC/AOL, Nortel Networks, Maximus and Arabsoft. She participated in the development of several large-scale enterprise applications including, but not limited to, Federally Facilitated Health Exchange (FFX), CAQH's DirectAssure, AoL’s proprietary promotions rules engine, Nortel’s DDME-DtM, and the automation of Health Insurance Organization in Egypt with Maximus & ArabSoft. 

In addition to her role at RGITC, Ms. Shousha led Biometrics Place LLC., a woman-owned small business that focuses on assisting medical practices in implementing electronic medical records (EMR) and achieving Meaningful Use.

 

She is dependable, detail-oriented and customer-centered, quick self-starter who becomes recognized, with stakeholders, as a trusted IT professional. She is extremely adept and dedicated to utilize her excellent communication skills and 4 languages to bridge any gap. 

 

Ms. Shousha has had Adjunct Faculty experience at UMGC and Georgetown University, DC., and has published several IEEE and ACM publications on Performance Analysis and Design Patterns.  

She is a linguaphile, not just computer programming languages, but is fond about learning new natural languages and is fluent in English, French, German, and Arabic.

Ms. Shousha's commitment to meeting customer requirements with her extensive background in IT implementations make her a valuable asset to any project.
